Overview
New York City Mayor Zohran Mamdani announced that the Universal Child Care Expansion will not ask applicants' immigration status and that enrollment is open through Feb. 27, city officials said.
Mamdani said in a media roundtable that the city denies Immigration and Customs Enforcement agents access to schools, hospitals and city properties unless they present a judicial warrant signed by a judge.
A state release said Gov. Kathy Hochul will partner with Mayor Zohran Mamdani to add seats and extend free childcare, while protesters gathered in the city the same day opposing ICE, officials reported.
The program prioritizes children turning 3 or 4 anytime in 2026 for expanded 3-K and pre-K seats, and the mayor has reorganized city administration since his Jan. 1 inauguration, officials confirmed.
Enrollment will close on Feb. 27 and city officials said they will continue outreach to enroll eligible families as critics warned of fiscal strain and advocates praised inclusivity.
