To Lam Re-Elected as General Secretary of Vietnam's Communist Party
To Lam was unanimously re-elected general secretary, and the congress set a 10% average GDP growth target for 2026-2030.
Overview
The 180-member Central Committee unanimously re-elected To Lam as general secretary for a five-year term at the National Party Congress, the party said.
Nearly 1,600 delegates approved a congress decision setting an average annual GDP growth target of 10% or more from 2026 to 2030, officials said.
Tran Thanh Man, chairman of the National Assembly, said To Lam received 180 out of 180 votes, according to a party statement.
The congress confirmed 19 Politburo members and drew nearly 1,600 delegates representing a nation of about 100 million people, party records show.
No announcement was made about whether To Lam will also become president, and party officials said a decision on the presidency is expected later amid warnings about climate risks and U.S. trade pressure.
Analysis
Center-leaning sources frame To Lam’s re-election as a technocratic, stability-first choice emphasizing economic growth and institutional reform. They foreground economic targets, unanimous reappointment and anti-corruption credentials while highlighting geopolitical balancing (China–U.S.) and the possibility of power consolidation by comparing him to Xi Jinping — using selection and ordering to shape a pragmatic-development narrative.
